Why this library exists
This library is part of an education project for people who run and work JOC programs: public facility owners, contractors, subcontractors and estimators. Its purpose is to make the terminology and pricing framework easier to understand, without turning an explanation into a sales pitch.
There are no ads, affiliate links, vendor promotions or sales calls to action. The guides are written as a reading path, with a glossary and frequently asked questions alongside them. You can begin with the basics or use the library to clarify a particular term.
How we approach the material
Factual statements are grounded in the sources listed with the articles. General practical guidance is labeled as guidance, not as a rule that applies to every program. Hypothetical examples are clearly identified as illustrative only, not real pricing.
Program details vary. A plain-language guide cannot replace a solicitation, a contract, or the advice of people responsible for legal and procurement decisions in your setting. If a document defines a term differently or requires a particular procedure, use that document to understand your obligations.
Where to begin
Read What is Job Order Contracting? for the fundamentals. Then follow the job order lifecycle, price book and coefficient guides. The glossary is there whenever a term needs a second look.
Educational content only. Not legal or procurement advice.
